On March 14, the joint launch meeting and implementation plan review meeting of three national key R&D programs, namely “Key Technologies for Monitoring and Assessment of Offshore Ecological Quality and Environmental Zoning Control”, “Active and Passive Remote Sensing Detection Technology and Equipment for Upper Marine Water Elements”, and “Carbon Sink Inventory, Control Mechanism and Capacity Enhancement in Typical Offshore Carbon Sink Function Areas”, led by the SIO, were held in Hangzhou. The consulting expert group consisting of 8 experts, including Academician Jiang Xingwei, as well as the Ministry of Natural Resources and the Administrative Center for China’s Agenda 21, as the industry authority and the project management department, attended the meeting.

Deputy Director Chen Jianfang delivered a speech on behalf of the project undertaking unit, stating that the SIO will strengthen the process management of the project to ensure the high-quality completion of the expected goals of the three projects. Jie Xiaomeng from the Administrative Center for China’s Agenda 21 introduced the layout of the key special project “Marine Environmental Safety and Sustainable Development of Islands and Reefs” during the 14th Five-Year Plan period, emphasizing the importance of special support for national strategic goals, and hoping to strengthen the linkage between various sectors and projects to ensure high-quality and high-standard completion of the projects.

Academician Jiang Xingwei presided over the project implementation plan demonstration meeting. Chen Jianfang, Mao Zhihua and He Xianqiang, the leaders of the three projects, respectively reported on the implementation plans of their respective projects. The expert group fully affirmed the implementation plans and put forward specific guiding opinions and suggestions from assessment indicators, overall coordination, application demonstration and other aspects. After questioning and discussion, the expert group unanimously agreed to adopt the project implementation plans.

After the joint launch meeting of the projects, the three project teams organized and held their own project implementation plan demonstration meetings. The project teams and consulting experts carried out a full discussion on further refining the implementation plans.
