On November 5, the China-Island Countries Ocean Cooperation Forum was held in Pingtan, Fujian. The SIO signed a Memorandum of Understanding (MOU) with the Planning and Implementation Division of the Ministry of Infrastructure of the Cook Islands, and officially released the “Remote Sensing Monitoring Report on the Ecological Environment in Pacific Island States (2024)” prepared by the SIO.


Director Fang Yinxia and Deputy Director Chen Jianfang attended the forum and conducted extensive and in-depth exchanges with ministerial officials and representatives from island countries such as Fiji, the Cook Islands, Tonga, Antigua and Barbuda, Maldives, Zanzibar in Tanzania, and Mauritius. The forum, themed “Blue Future Hinged on Island Prosperity”, attracted about 180 people, including foreign guests from 18 island countries and Chinese representatives.
At the opening ceremony, witnessed by Sun Shuxian, member of the Party Leadership Group and Deputy Minister of the Ministry of Natural Resources and Administrator of the State Oceanic Administration, Director Fang Yinxia and Ms. Wright Elizabeth Foster, Permanent Secretary of the Ministry of Infrastructure of the Cook Islands, signed the MOU between the Second Institute of Oceanography and the Planning and Implementation Division of the Ministry of Infrastructure of the Cook Islands. This laid the foundation for in-depth cooperation between the two parties in marine disaster warning and monitoring, earth observation data sharing, talent exchange and training, etc. Deputy Director Chen Jianfang delivered a keynote speech, introducing the progress of the SIO in building remote sensing monitoring capacity for the ecological environment of Pacific island countries, and officially released the “Remote Sensing Monitoring Report on the Ecological Environment in Pacific Island States (2024)”. The report focuses on analyzing the urbanization process, coastal changes and mangrove dynamics of all Pacific island countries since 2000, revealing macro trends in such aspects as urban expansion, coastal erosion, mangrove increase, and highlighting cases from multiple typical regions.


During the meeting, Director Fang Yinxia presented the “Remote Sensing Monitoring Report on the Ecological Environment in Pacific Island States (2024)” and the corresponding national remote sensing monitoring reports to officials from Pacific island countries, including the Minister of Fisheries of Fiji, the Permanent Secretary of the Ministry of Infrastructure of the Cook Islands, and the Deputy Director of the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications of Tonga. The report can support policy formulation and implementation in island resource management, coastal erosion prevention and control, marine spatial planning, climate change tackling, etc. in Pacific island countries. It has been unanimously affirmed by officials and representatives of various countries, who expressed their expectations for broader and deeper cooperation with the SIO in marine science and technology.
