 On May 10, the 2025 China Data-element Valley • West Lake Conference was held in Hangzhou. Fang Yinxia, Director of the SIO, attended the event and, together with the Zhejiang Provincial Department of Marine Economy, the National Marine Data and Information Service, the National Marine Environmental Forecasting Center, the National Satellite Ocean Application Service, ‌Hangzhou High-Tech Innovation Group Co., Ltd. and other units, jointly announced the interim achievements of the trusted data space for the marine economy sector.

A trusted data space is an infrastructure for data circulation and utilization that connects multiple entities based on consensus rules to enable the sharing and common use of data resources. It represents an application ecosystem for co-creating value from data elements and serves as a crucial carrier for supporting the construction of a nationally integrated data market. It emphasizes the large-scale circulation and shared utilization of data resources. The trusted data space for the marine economy sector will integrate national-level marine data resources to establish a cross-domain integrated data resource system encompassing marine environments and industries. It will also develop a standard rule system for the trusted data space in the marine economy, thereby strongly supporting the secure, orderly sharing and efficient utilization of data across different entities.

From a technical perspective, the technical system for data circulation and utilization, which supports credible governance and control, resource interaction and value co-creation, ‌will be constructed‌ through key technologies such as distributed digital identity, data compliance digital certificate, data compliance knowledge base, blockchain and privacy computation. In terms of data resource aggregation, it will focus on gathering 277 types of high-quality, authoritative marine data resources across core areas such as marine observations, remote sensing, forecasting, industries and comprehensive management. At the industry application level, over 40 innovative application scenarios have been initially developed, such as nuclear power cold source environmental early warning, intelligent typhoon and storm surge early warning, and marine fishery insurance. A marine spatiotemporal data processing foundation has been established, providing strong data processing capabilities of “three dimensions + time” and “spatiotemporal continuity - dynamic high variability”.

   Since the National Data Administration released the Action Plan for the Development of Trusted Data Spaces (2024-2028) last year, the SIO, centering on China’s major deployment to accelerate the high-quality development of the marine economy, has collaborated with multiple domestic advantageous units to jointly plan the construction of the trusted data space for the marine economy sector, and promoted the functions of trusted governance, resource interaction and value co-creation of marine data focusing on the entire process of collection, aggregation, processing, circulation and utilization of cross-domain data related to marine environments, industries and economy.

These interim achievements mark that China has taken a crucial step forward in the field of marine data element circulation and value mining. In the future, the trusted data space for the marine economy sector will be deeply integrated into the national data infrastructure construction, aiming to achieve value multiplication in the marine economy and the profound integration of digital technology and real economy.
