Assuming the role of the chairman and secretariat of Ocean Technology Subcommittee (TC8/SC13), SIO, at the invitation of Mr. Gustavo Gabriel Colaneri Cepernic, president of the 36th Plenary Session of ISO/TC8, sent 4 members including its director Li Jiabiao and the Academician Pan Delu to the session in Buenos Aires, Argentina at the end of September.
At the session, Academician Li Jiabiao presented the accomplishments of the Ocean Technology Subcommittee over the past year and the achievements of the Fourth Plenary Session of SC13 held in May this year, put forward the development direction and key tasks for international standards in the field of marine technology in the future, and proposed to strengthen the cooperation and exchanges with International Maritime Organization, International Seabed Authority, and other subcommittees of TC8. He also hosted the Marine Technology Symposium. Pan Delu made a report on "proposal for international standards for satellite remote sensing products", and showed the progress of standardization of marine technology related satellite remote sensing products and the proposal for cooperating with NASA and ESA in developing international standards for remote sensing of CO2 products. The researcher Feng Xuwen reported on the progress of SC13 at TC8 secretary meeting, conducted in-depth discussions with other secretariats on such issues as project management, and made a report to researchers to China on "proposals for the development of specifications for submarine cable routing investigation".
Academician Li Jiabiao proposed that international standards should be developed in the future for marine observation, impact and evaluation of the marine environment, submersibles, etc. and that SC13 will provide technical services for the International Seabed Authority for resource exploration and environmental surveys. His proposals were recognized by other participants. For maritime remote sensing is a new field for international standards, Pan Dezheng's proposal for international standardization of marine remote sensing products aroused strong interest. Consequently, two marine technology-related resolutions were formed: TC8 invited the International Seabed Authority as its liaison organization to strengthen the relationship between the two sides. TC8 will invite the relevant national experts to set up a working group on oceanographical remote sensing, with Pan Delu as the leader and for preliminary study of related international standards.
The participants from SIO participated in the discussions, fully demonstrated the achievements made since its establishment three years ago, expanded the influence and effectively promoted the standardization of marine technologies as a strategic emerging industry.
