ISO/TC8/SC13 Convenes Seminar on International Marine Standard and Construction of “Belt & Road”

       On September 16, the Seminar on International Marine Standard and Construction of “Belt & Road” and the 3rd Conference of the Expert Consultative Group of the ISO/TC8/SC13 (Marine Technology Subcommittee, ISO) were held in Hangzhou. Experts from the Advisory Group and related scientists and engineers in domestic standardization field attended the seminar, which was hosted by Li Jiabiao, chairman of Marine Technology Subcommittee (SC13).
       Liu Xin, director of Department of International Cooperation of ISO fully acknowledged the contribution of Marine Technology Subcommittee since its establishment in July 2014 and illustrated the new policy for promoting international standardization in China. Qu Tanzhou, director of the Technology Department of SOA said that the Technology Department in charge of marine standards will vigorously support Marine Technology Subcommittee and regarded the subcommittee as an essential platform for expanding the influence of the marine technology standard in China on the world.
       At the seminar, Li Yanqing, chairman of the Shipbuilding and Marine Technology Committee of International Organization for Standardization (ISO/TC8) and director of No. 714 Institute, CSIC, talked about the development strategy of TC8 and the opportunities from the “Belt & Road” Initiative, and pointed out that the International Marine Technology Standard, among others, will see the most extensive participation and the most intense international competition. We expect to hear more of China's voice at ISO. The Academician Pan Delu, based on the satellite remote sensing product standardization, provided valuable suggestions for the subcommittee. Relevant leaders from Bureau of Quality and Technical Supervision of Zhejiang Province and Hangzhou presented the relevant policies on advancing international standards.
       In order to acquaint present experts better with the history of the ISO Marine Technology Subcommittee, Feng Xuwen, secretary of the subcommittee, reported on the work progress and future plans. Participants from three working groups led by China (Submersible Working Group, Marine, Hydrological and Meteorological Observing Instrument and Testing Technology Working Group, Desalination Working Group) stated domestic and international trends in technology and standards in their respective fields and reported the progress of the international standard proposals.
       The experts actively offered suggestions for the future work of the subcommittee. Based on the national strategic needs such as that for “Belt & Road” and their expertise, the experts made discussions on the establishment of the standard system for the protection of marine environment in China, the construction of assessment standards for marine ecosystem services, and the combination of intelligent manufacturing and international standards, the possibility of future cooperation between ISO and the International Seabed Authority (ISA), the establishment of the polar environment monitoring standard, the establishment of international seabed biodiversity survey standards, the submarine engineering standard, and the introduction of marine and geological survey standard abroad.
       Mr. Li Jiabiao pointed out that as an international organization the SC13 Marine Technology Subcommittee will formulate international standards and expand its influence in such fields with urgent needs as ocean observation, seabed exploration, marine environmental protection and global climate change.
