Recently, the Ministry of Science and Technology announced the project approval list of new national talent and intelligence introduction demonstration bases in 2023, and the SIO was successfully selected as the talent and intelligence introduction demonstration base of strategic science and technology development. This is the second time the SIO has been selected as the talent base of the Ministry of Science and Technology since being selected as the Innovative Talent Training Demonstration Base in 2018.

The “national talent and intelligence introduction demonstration base” is an important carrier for introducing foreign intelligence and carrying out demonstration and transformation of intelligence introduction achievements. It is divided into four categories: strategic science and technology development, industrial technology innovation, social and ecological construction, agriculture and rural revitalization, and the total amount control system is implemented. The Ministry of Science and Technology (State Administration of Foreign Experts Affairs) will provide support for the construction of the base in terms of funding for talent and intelligence introduction projects, channels for foreign talent and intelligence introduction, green channels for key talents, and characteristic exchange and cooperation platforms.

The SIO has been steadily promoting the introduction of foreign talents and intelligence for a long time, introducing full-time high-end talents of all levels based on various national and provincial talent projects, broadening the channels for introducing intelligence by creating the “Visiting Ocean Star Scholars” brand, hosting international forums, establishing international cooperation platforms, and established a good talent and intelligence introduction platform. The State Key Laboratory of Satellite Ocean Environment Dynamics has built the “Ocean Star” brand into a well-known and leading international exchange and talent and intelligence introduction platform in the industry by opening ocean star forums, ocean star open classes, field visits and exchanges.

In the future, the SIO will continue to leverage the platform value and demonstration role of the national talent and intelligence introduction base to attract more internationally renowned experts to China for in-depth cooperation; strengthen the demonstration and application of talent and intelligence introduction achievements, and promote the construction of national innovation system and strategic scientific and technological strength; serve the major needs of the country, respond to the United Nations “Ocean Decade” initiative, deeply participate in global ocean governance, and make practical contributions to the construction of a maritime power.
