Ye Yincan

Born in February 1943 in Yuyao, Zhejiang Province, he is a Research Professor, one of the first Distinguished Experts of Zhejiang Province, and a recipient of the Special Government Allowance of the State Council. He has served as Chief Engineer of the Marine Engineering Survey and Design Research Center of the State Oceanic Administration and Chief Engineer of the Second Institute of Oceanography. He has also been appointed as a member of the Zhejiang Provincial Government Advisory Committee on Economic Development, an expert of the National Examination Board for Registered Marine Engineers, an expert for military 973 projects under the General Armaments Department, and an editorial board member or council member of more than ten academic journals.

He has long been engaged in research on marine engineering geology and engineering oceanography and is regarded as one of the principal pioneers in subsea communication cable survey technology and offshore oil and gas engineering investigation in China. He has led the site selection and geotechnical investigation of more than 30 major marine engineering projects, including seven large international submarine optical cable systems—such as the China–Japan system, the Trans-Pacific system, the China–U.S. system, and the Asia–Pacific system—as well as the export pipeline system of the Chunxiao Gas Field in the East China Sea. He has served as chief editor of several national standards, contributing significantly to elevating China’s marine engineering survey and assessment technologies to the international advanced level.

He directed the “Engineering Geological Investigation of Meiji Reef in the Nansha Islands” and produced the first engineering geological zoning map of a coral atoll, which played an important role in safeguarding China’s maritime rights and interests in the South China Sea. He has achieved numerous influential research results in marine engineering environments and safety. His monograph Geological Hazards in the Chinese Seas, the first of its kind in China, has been widely recognized for its pioneering significance. He also led the comprehensive investigation and development study of the Ningbo–Zhoushan Deepwater Port area and authored its monograph and atlas, providing critical scientific support for the overall planning and long-term development of the port region.
